Jeff Richardson, MBA, LCSW-C
Executive Director

Jeff Richardson has served as Executive Director of Mosaic Community Services for eighteen years and brings over thirty years of experience in behavioral health. He has been instrumental in Mosaic’s growth to become the largest community-based behavioral health service provider in Maryland. Mr. Richardson holds a master’s degree in social work from the University of Maryland and a master’s in business administration from Loyola University. Committed to garnering and expanding support for community mental health, Mr. Richardson serves on multiple nonprofits boards, state task forces, and academic positions, including The National Council for Behavioral Health, Mental Health Association of Maryland, Bon Secours Hospital, Itineris and Community Behavioral Association of Maryland.

Lori Doyle
Chief Operating Officer

Lori Doyle has worked in community-based mental health for 27 years, the last 10 as chief operating officer of Mosaic Community Services, an organization annually serving over 20,000 children and adults with mental illness in Baltimore and Carroll Counties and Baltimore City. She also serves as the public policy director for the Community Behavioral Health Association of Maryland (CBH), and has lobbied the Maryland General Assembly for over 20 years on health policy and budget-related issues. She has done pro bono public policy work for the Brain Injury Association of Maryland and served as president of the BIAM board from 2004-2006. Ms. Doyle currently serves on the board of the Maryland Association of Adult Day Services (MAADS) as well as numerous committees and task forces, including the Medicaid Advisory Committee, the Health Care Delivery Reform Subcommittee, and the Long-Term Care Reform Stakeholders Group. She has a master’s degree in policy science from UMBC.

Supriya Narang, M.D.
Chief Medical Officer

Dr. Supriya Narang has served as Mosaic’s Chief Medical Officer since May, 2014. She has been part of the Sheppard Pratt Health System since 2008, serving as staff physician at both Mosaic and Sheppard Pratt. Previously, Dr. Narang has served as general adult psychiatrist and resident physician at facilities including White River Health System, Batesville, AR, Michigan State University, East Lansing, MI and the Medical College of Ohio, Toledo, Ohio. She received her Bachelor of Medicine from the Medical School LLRM Medical College, Meerut, India and post-graduate education at the Medical Collage of Ohio and Michigan State University. Dr. Narang is licensed by the Maryland State Medical Board and has certification as Diplomate in American Board of Psychiatry and Neurology.

Kelly Savoca, CPA, MBA
Chief Financial Officer

Kelly Savoca serves as the Chief Financial Officer for Mosaic Community Services. Prior to her appointment as CFO in early 2017, Kelly served as senior analyst and Controller for Mosaic from December, 2014. During her tenure, Mosaic experienced rapid growth from $9 million to $60+ million in operating revenue, and Kelly was instrumental in assisting the agency successfully through three major mergers. Before joining Mosaic, Kelly worked in wealth management for Legg Mason. She is a licensed certified public accountant in the State of Maryland, and has an MBA from the University of Baltimore.

Diane Maistros, MBA, SPHR
Chief Administrative Officer

Diane Maistros has over 20 years of management experience. She served as Mosaic’s Chief of Human Resources prior to taking on the role of Chief Administrative Officer in 2008. She currently oversees Mosaic’s support services including HR, Facilities, Transportation, Food Services and IT.  She received an Executive MBA from Loyola University and has an SPHR/SHRM-SCP certification. Looking to further improve services within our community, she currently serves on the board of Itineris, Inc., an organization that provides individualized services to adults with autism.

Nick Dunphy
Chief Compliance Officer

Nick Dunphy serves as the Chief Compliance Officer for Mosaic Community Services. Prior to joining Mosaic in 2017, Nick served as Vice-President of Corporate Compliance for Kelly & Associates Insurance Group. During his tenure with Kelly, Nick was responsible for national third party administrator licenses and registrations, negotiation of contracts, HIPAA and PII compliance, and more. He is experienced at providing advice and counsel on corporate, regulatory and risk management issues. Nick also served as an Assistant States’ Attorney for Baltimore City. He received his B.S. in Paralegal Studies from Stevenson University and Juris Doctor from the University of Baltimore School of Law. He is a member of the Maryland State Bar Association.

Barrett Cisney, MSW
Chief of Risk Management

Barrett Cisney will be with Mosaic Community Services 29 years in July, 2018. She currently serves as Mosaic’s Chief of Risk Management. She has been certified in Health Care Compliance. Barrett is a licensed clinical social worker and completed her MSW with a specialization in mental health, social administration and community organizing at University of Maryland Baltimore. Barrett is also a proud alumni of Towson University. 

Matt Peeling
Chief Information Officer

Matt Peeling has served as Chief Information Officer for sixteen years and brings thirty years of experience in the information technology field, specializing in healthcare and business systems. He received a certificate in Management Information Systems from Johns Hopkins University Carey School of Business, holds a Bachelor’s of Science in Information Technology Management, and a Master’s degree in business administration from American Military University. Matt is a retired medical specialist with the United States Army Reserve.

Brian Hoover, SPHR, SHRM-SCP
Chief of Human Resources

Brian Hoover serves as Chief of Human Resources for Mosaic Community Services, and has been with the agency for twelve years. Brian has nearly 20 years of experience in staffing and non-profit health services, with extensive experience in mergers, acquisitions, and managing multi-location organizational structures. He is a member of the board of directors of Community Behavioral Health Association of Maryland, where he leads the Human Resources sub-committee, as well as a member of the Chesapeake Human Resources Association of Maryland. Brian received his Bachelor of Arts from York College of Pennsylvania, and is SPHR and SHRM-SCP certified.
